在政府职能转型和公民社会成长的背景下,我国原有的社会管理和社区治理面临困境,客观上呼唤社区治理模式创新。社区网格化管理就是因地制宜开展的社区治理模式探索。网格化社区管理本质上是一种行政主导的管理模式,该模式在维护社会稳定、提高管理效率上成效显著,但作为一种行政主导的管理模式在运行中与社区居民"自下而上"的自治愿望和权益诉求不免存在冲突。从长远来看,网格化社区管理只是社区治理模式演进进程中采取的过渡模式,随着公民社会的成长和居民参与的活跃,它将为政府与居民合作共治的复合治理模式所取代。

In the context of transformation of government functions and the growth of civil society,our original methods of social management and community governance are confronted with difficulties,which objectively calls for efforts to innovate our community governance model.As an exploration of the community governance model,community grid management is carried out in line with local conditions.Grid community management is essentially a kind of administration-oriented management model.Although it is significantly effective in maintaining social stability and improving the efficiency of management,this model will inevitably produce conflicts with the "bottom-up"desire for autonomous governance and the demand for rights from the community residents.In the long run,grid community management should be seen only as a transitional model in the evolutional process of community governance.With the growth of civil society and the increase of citizens' participation,this model should be replaced by a compound governance model,in which the government cooperates with the residents in their efforts for governance.
